(reported by journalist Chou, Li-Hsing from Military News Agency on July 1st in Taipei) Yen De-fa, Minister of National Defense, hosted the “Chief of the General Staff Investiture and Award Ceremony” today, and encouraged all comrades of the Armed Forces to deepen national defense energy under the instructions of Admiral Shen Yi-ming, the newly appointed Chief of the General Staff, and to provide a solidified and powerful backing for national and social security.
The ceremony was hosted at the Boai Camp this morning, where Minister Yen first read out the investiture order, then Admiral Shen was officially given the rank of Chief of the General Staff. Hereafter, Minister Yen awarded Chief of the General Staff Shen with the “Order of Precious Tripod with Grand Cordon” on behalf of President Tsai, and recognized his remarkable contribution and devotion regarding works including the planning of military establishment and strategic foresight during his tenure of Vice Minister of National Defense.
During his oration, Minister Yen pointed out that the People’s Republic of China has been attempting to impact Republic of China’s national security and the stability of the Taiwan Strait in recent years through various methods including diplomatic pressure, military threats, and political infiltration. Shouldering both significant missions of “safeguarding national security” and “protecting lives and assets of the people”, the Armed Forces comrades must constantly refine themselves, continue to reinforce military establishment preparedness, and uphold the concept of “stopping war and do not fear of war, ready for war and do not initiate war”, in order to establish a reliable combat force that the country can rely on and is trusted by the public.
Minister Yen stated that cadres of each level must uphold the principle of “military establishment with actual strength” proposed by President Tsai, Commander in Chief of Armed Forces, and pragmatically implement aspects from the integration of joint combat capability, funding of weapon and equipment, to the application of military strategy and tactics, as well as strive to become a steel contingent that “resists the enemy during war, and provides disaster relief during disasters”, in order to achieve the target of “y”, as well as ensure national sovereignty and the safety of lives and assets.
As “military prioritizes on combat”, Minister Yen emphasized that the key to the combat capability of a troop lies on its training, and the foundation of training is built on rigorous discipline. There are no shortcuts to training, and Armed Forces comrades can only follow “procedure, steps, essentials” when undergoing physical and combat training, then guide training conception, establish training targets, prepare meticulous training, grasp on the key points of training, and pay attention to the safety of training, in order to achieve twice the result with half the effort. Minister Yen encouraged all comrades of the Armed Forces to continue to focus on combat training works and constantly refine on combat capability of the troops to ensure national security.
Finally, the minister encouraged cadres of each level to recognize the complex works of troops, and that all security risks are traceable, so each troop should establish a “risk management” cogitation, uphold the conception of “equipment is precious, and human lives are priceless”, as well as implement level counseling and adopt preventive management measures, so that accidents and casualties can be effectively eradicated, and the combat capability of Armed Forces can be fully preserved.
